The final hit will probably screw over a few players, and I feel that choice was deliberate: because it's funny, and because it ends up feeling extremely satisfying to finally nail the sucker. Pepperman really acts as a wakeup call for learning how to control Peppino in combat. Really while it might not follow a curve of increase I like his position in the roster: fighting the Noise later on really cements it as a grudge match. The fight might have a lot more chaos coming from the sides than just having unpredictable moves. Pepperman may or may not be harder than Vigilante (and is almost certainly harder than the Noise) but he 1) has you using the same moves as you have for the normal levels (unlike Vigilante) and 2) has all his moves in a predetermined order (unlike the noise). (though I kind of wish there was an "advanced moves" tutorial that you could optionally enter, just so that most of the tech is actually documented in the game without being relegated to randomized signs, but I think that you discover a lot about the game just by playing it, and there's a lot of fun in learning for yourself how to best use your moveset) You don't need the parry to beat pepperman, but it can help if you're going for no-hits.
